AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before national elections.
Study Shows Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the showing of the Freedom party.
The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.
Unintentional Bias Attributed to AI Operation
The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
